01 - Digital skills

Working together: A collaborative, coordinated and targeted digital skills capacity building

The panel is expected to discuss the state of play in Western Balkans in relation to digital skills; showcase successful best practices for building digital competences that can be regionally scaled-up; confirm interest of Western Balkans economies to integrate within the EU Digital Skills and Jobs Coalition and utilize the Digital Opportunity cross-border traineeship initiative.

02 - Trust and security

Regional and international partnerships for safe and secure open cyberspace

The panel is expected to discuss the region’s cybersecurity readiness; the state of play of harmonization of cyber security legal frameworks in WB6; the prospects for enhanced regional cooperation among national CSIRTs, as well as for integrating Western Balkans into the work of the European Network and Information Security Agency. The panel will also highlight the importance of synergizing with key international partners active in the area of cybersecurity. Trusted services and electronic recognition of signatures will also be addressed.

03 - Digital environment networks and services, connectivity and access

The right framework conditions for digital connectivity in Western Balkans

The panel will stress the digital connectivity gaps in the Western Balkans region and the primary importance of broadband development and its quality as a precondition for integration within EU’s Digital Single Market. The Panel will also address the Western Balkans interest to continue work towards a roaming free regional economic zone, as well as to integrate itself within the EU roaming free regime. In addition, it will highlight the opportunities for increased digital connectivity through utilizing available excess infrastructure and regional infrastructure – sharing.

Information on available financial instruments for infrastructure roll out will be presented. The panel will also bring forth the private sector perspective on the significance of the right framework conditions, an investment – conducive level playing field, based on harmonized approach, as well as a holistic and demand-driven view on the digital value chain. The Panel will also examine aspects of spectrum policy coordination, digital dividend and 5G.

04 - Digital economy and society

Towards a digitized Western Balkans: Improving region’s digital performance and digital competitiveness

Digital transformation opportunities The Panel will address the opportunities the data economy can provide in the region. Platform based networks, G-Clouds, Internet of Things for citizens are drivers of this transformation. Interoperability and secure data exchange are key conditions. Best practices and pilot projects will be addressed (eg. Tech Parks, cross border business registry, G2G  data exchange and G2C services, etc.)
