Nick Thijs

Senior Policy Advisor on Public Administration Reform & Service Delivery with OECD – SIGMA

Nick Thijs works a Senior Policy Adviser on public administration reform and service delivery at OECD / SIGMA. He has 20 years of experience as expert on public administration (reform), capacity building and organisational development as an academic, civil servant, consultant and trainer.

He started his professional career at the Public Governance Institute (K.U.Leuven - Belgium), where he was responsible for research and training projects related to quality management, organisational development and service delivery in the public sector. For three years he coordinated –on behalf of the Belgian Ministry of Public Administration and the National School of Public Administration- the Public Management Programme, an in-depth training programme for high-potential civil servants. From 2007 onwards he worked as senior lecturer at the European Institute of Public Administration (EIPA – Maastricht, The Netherlands). In this capacity he acted as project leader in an extensive list of projects, in a large number of EU member states and EU enlargement (Albania, BiH, Kosovo, North-Macedonia, Montenegro and Serbia) and neighbourhood (Georgia, Ukraine, Egypt, Tunisia) countries. For over 10 years he represented EIPA in the EUPAN and other international professional networks. Since 2016 he supported the European Commission as project leader for the EUPACK (European Public Administration Country Knowledge) project, a large-scale comparative public administration project covering all EU countries related to public administration characteristics and reforms.
